Policy Statement
Overview
The goal of the Louisiana Children's Network is to provide timely and accurate electronic information regarding missing children and registered sex offenders to law enforcement and the general public in order to provide a safer environment for Louisiana's children.
Louisiana Children's Network Advisory Board
Membership
The Louisiana Children's Network Advisory Board is comprised of juvenile and criminal justice professionals statewide who are appointed by the executive director of the Louisiana Commission on Law Enforcement and Administration of Criminal Justice to serve in a voluntary capacity in the protection of Louisiana's children.
Duties and Responsibilities
The Advisory Board is the policy development body of the Louisiana Children's Network. The Advisory Board recommends the information content of the LCN bulletin board system and internet web site, including access equipment and software distribution.
Definitions
- LCN - Louisiana Children's Network.
- LCN Bulletin Board System - a secure database for law enforcement information sharing relative to missing children and registered sex offenders in Louisiana.
- LCN Internet Web Site - a public information sharing site for information relative to missing children and registered sex offenders in Louisiana.
- Louisiana Missing Child Report Form - a form distributed by the LCN for use in reporting missing children to the Louisiana Children's Network and the Louisiana Missing and Exploited Children Information Clearinghouse. The form can also be used to report to NCIC and to the Louisiana State Police so that duplication of forms will not be necessary.
- Louisiana Found Child Report Form - a form distributed to the LCN for use in reporting found children to the Louisiana Children's Network.
- Louisiana Missing Child Parent / Guardian Release Form - a form distributed by the LCN for use in obtaining permission to report information on a missing child.
- Secure Missing Child Information - Information on missing child cases of a secure, private nature and information which if released publicly, could endanger the child or make the child a target of sexual predators. This information will only be available to law enforcement.
- Public Missing Child Information - Information on missing child cases of a public, non- confidential nature and information which, if released publicly, would not endanger the child or make the child a target of sexual predators. This information will be available to law enforcement, the general public and to other missing child databases nationwide. This information is intended for widespread advertisement of information in order to promote recovery. This information can only be made available if a parent / guardian release form has been signed.
Reporting to the Louisiana Children's Network
Missing Child
The law enforcement agency which receives an initial report of a missing child shall complete the Louisiana Missing Child Report Form and submit it within 24 hours, to the following agencies:
- The National Crime Information Computer System (required by R.S. 14:403.3 and R.S. 40:2521). Appropriate flag should be entered to automatically submit the report to the National Center for Missing and Exploited Children.
- The Louisiana Children's Network. The LCN will share missing child information with the Louisiana Missing and Exploited Children Information Clearinghouse (required by R.S. 14:403.3).
If a photograph of the missing child is obtained and a Missing Child Parent / Guardian Release Form is signed, the photograph and a copy of the signed release is to be fowarded to the Louisiana Children's Network or directly uploaded to the database immediately. The photograph will be posted on both the Louisiana Children's Network's electronic bulletin board system and internet web site.
Each time new information becomes available on a missing child case, the law enforcement office where the report originated shall submit an update report on the case.
Found Child
Immediately upon notification of a found child to a law enforcement agency, the law enforcement agency shall complete and submit a Louisiana Found Child Report Form to the Louisiana Children's Network.
Information Sharing
The Louisiana Children's Network will share missing child information with the Louisiana Missing and Exploited Children Information Clearinghouse (required by R.S. 14:403.3).
The secure missing child information can be accessed 24 hours per day by all law enforcement offices in Louisiana via the Louisiana Criminal Justice Bulletin Board System.
The public missing child information can be accessed 24 hours per day on the Louisiana Criminal Justice Bulletin Board System and on the internet.
The public missing child information will be sent by facsimile to selected law enforcement jurisdictions in compliance with R.S. 14:403.3.
